ANNEX I

Copy of a letter (C.0.S. 1136/5.) dated

21st August, 1945, to the Foreign Office

from the Secretary, Chiefs of Staff Committee.

The Chiefs of Staff have discussed telegram No. 884 from Chungking and consider that the message (C.0.S.(W). 69) sent yesterday to the American Chiefs of Staff answers his point. They suggest, however, that the Foreign Office may wish to inform the Ambassador that instructions have been issued for the Flag Officer commanding the Naval Force to establish a military administration in Hong Kong and the New Territories and that, to assist him initially in this task, orders have been given for the R.A.F. airfield constructional force in the "SHIELD" convoy to be diverted to Hong Kong to assist in guard, patrol and otner duties.pending the arrival of the Commando Brigade from S.E.A.C.
